In 2016, Governor Inslee established Directive 16-11, which created the Rainbow Alliance and Inclusion Network (RAIN), a business resource group. RAIN exists to help Washington State create safe and inclusive workplaces where every LGBTQ+ employee can bring their full authentic self to work, enabling them to do their best work every day for the people of Washington. This award has been created by RAIN to recognize state agencies (or specific programs within the agency) who have created/improved a safe, welcoming, and inclusive environment for LGBTQ+ employees.
This award is specifically to recognize the impact on employees and is not a reflection of the services provided by agencies to their constituents. It is our belief if there is a positive impact on employees, service delivery will also be positively impacted. An award is meant to highlight the ongoing efforts of the agency, not as an all-encompassing compliment. We all have work to do, and it is important to recognize the award is about determination and commitment towards impact, not perfection. As programs receive the RAIN Outstanding Agency Award, they will be recognized for the deliberate focus they are doing on behalf of their employees. Other agencies will look to recipients as a role model and resource to assist in the creation of their initiatives to improve the LGBTQ+ employee experience. As part of the LGBTQ+ community, please provide detailed feedback about how the agency you are nominating encourages a safe, diverse, and inclusive workplace.
